BEESTON HILL RESIDENT ASSOCIATION MEETING TONIGHT AND COUNCILLOR REPORT

Tonight is the Beeston Hill Community Association - Leeds meeting but sadly there is a chance I may not be able to attend due to an important administration meeting I need to attend. Here is the written up date from Cllr Mohammed Iqbal and myself

Tempest Road / Dewsbury Road Junction: Initial plans have now been created and are going through the internal consultation process and with statutory partners such as the emergency services. Once this process is done, the plans will be published and be open to public consultation. This is expected later this calendar year.

Green Bin Frequency: Additional green bin collections to the rest of Beeston Hill are due by the end of this calendar year. This is slightly later than planned due to the service wanting to ensure issues with the rollout in other areas were managed before moving on to new areas. This means the remining areas will receive fortnightly green collections while retaining the weekly black bin to take account of the larger households and houses of multiple occupancy—something we lobbied extremely hard for.

Litter Picking Equipment Grants: We're still offering grants of up to £300 for groups doing volunteer litter picking throughout Hunslet and Riverside Ward. Please email light.addaquay@leeds.gov.uk for the one-page application form.

Cross Flatts Park Exercise Equipment: We have approved two items of new equipment, which are now on order and should be in place within 12 weeks. We’re working with our fellow Labour councillors in Beeston and Holbeck to raise funds for a couple of more items and thus to create a more comprehensive exercise equipment offer across the park.

Cross Flatts Park Patrol Pilot: We’re frustrated with jointly funding a pilot with our Labour colleagues in Beeston and Holbeck Ward for patrols by Leedswatch on a Saturday and Sunday evening; this has not taken place due to staffing issues.

We’re lobbying officers to get the pilot up and running as soon as possible, but as we are now moving into colder and wetter weather, the issues of parties on an evening will start to stop, so maybe this pilot is delayed until next summer.

Drug Properties: The Problem-Solving Group, which includes West Yorkshire Police (WYP), the Leeds Antisocial Behaviour Team, and others, is continuing to identify properties of concern and build up the evidence base to obtain closure orders. We can’t go into specific operation information, but reporting is vital.

Selective Licensing Consultation: The Council is looking for your thoughts on the possible introduction of a new regulatory licensing scheme for private rented housing.

.

The Council has already been operating what is called a 'selective licensing’ scheme in Beeston since 2020, but the Council is now considering plans for a new and expanded scheme.

.

Inspections of properties in the existing scheme found that 80% were not compliant, either with license conditions and/or property standards, and required landlords to undertake work.

.

The Council is therefore proposing a new scheme to ensure work continues to improve the housing stock in Beeston, but also to extend it to other areas of the ward and wider city.

Leeds City Centre Improvements—Dewsbury Road Cycleway Extension: The West Yorkshire Combined Authority is consulting on completing the “missing” segment of cycle lanes between the city centre and Dewsbury Road. The work will also include new crossing points and other work to improve the overall flow of the junctions in the area.

Holy Spirit Church Planning Application: This application is due before the planning committee this week. We have objected to the application based on the cumulative impact this will have on the highway network in the local area due to limited parking.

Beeston Hill Cumulative Impact Area: The Licensing Committee has approved the principle of a Cumulative Impact Area (CIA) for not just Dewsbury Road, as we lobbied for, but also all of Beeston Hill, all the Garnets, and most of the Longroyds. We have long campaigned for this, and the scope of the proposed area is beyond our original ambitions. This is very good news.

This will now go to public consultation, and assuming there are no significant issues identified, it will then be ratified at a future Council meeting.

A CIA does not prevent premises from obtaining an alcohol license, but it does mean that they must show that they would be exemplary premises, and therefore it sets the bar significantly higher to obtain the license. This will allow us to better manage the proliferation of venues selling alcohol in this area and will be a vital tool for us to help reduce issues related to alcohol abuse.

Playzone Consultation: We have not had any update following the public consultation, and we are chasing this up with officers.
